As a Cold War history buff, I'd love a Cold War shooter/RPG from Bioware, but I think the evidence for such is circumstantial at best. It's likely to be set in the ME Universe.

While I am inclined to believe the SCEE Russia tweet was incorrect based on everything we have seen so far (just doesn't seem like the way to start marketing the final game in a trilogy focused on one 'star' character) I seem to remember the devs hinting way back that we might yet see Earth in the series. Should that be the case having the Earth stuff take place somewhere more unlikely than just the USA of the future would be kinda cool (speaking as a Brit so I am admitedly biased).

Look at the framework for the windows. It does look like he is standing between 6 o'clock and 7 o'clock. (in the clockwork of Big Ben itself)
And the courtyard behind Big Ben roughly looks like the one in the trailer (I no longer think it's a bridge over a river but a courtyard that is fenced and supported by concrete pillars). He could be standing up in Big Ben and aiming down at the entrance of the courtyard. Go on to Google Maps and look up Big Ben. St Margaret Street that runs infront of the entrance.
I'm just brainstorming.. could be way off.

I'm inclined to agree. I'm thinking that this game is gonna be set in the modern day, or near future.
Perhaps it'll be another shooter/rpg hybrid like ME or Alpha Protocol (personally I think it would be all kinds of cool if Bioware made an AP sequel). Maybe it'll be a full-on shooter (though I hope not)
But personally I doubt it's ME-related. I mean, it's not like Bioware hasn't borrowed stuff from previous games before (space hamsters, anyone?)

But in that case, they borrowed the hamster as an easter egg to long time fans. You can't have an entire game design as an easter egg...

And who is to say this weapon isn't one as well? Heck, maybe the Incisor will be the equivalent of Blood Dragon armor for this new game.
But really, what game design have we seen yet? A few seconds of footage is all. A guy in body armor with markings that might be Mass Effect-ish and a rifle that looks like the Incisor. Now if he was drawing a bead on a turian, I'd definitely agree that it was a Mass Effect game. But the building he was in (what little we see) looked more like a bombed-out early 21st century Earth building than anything we've seen in late 22nd Century Mass Effect. I admit, even that is just a guess on my part.

nope. if shepard dies in ME2, there is no ME3 for that shepard. this is Biowares own explination, not mine.
think of it like every shepard is an alternate universe. in some of those universes, Shepard dies in ME2 and the saga ends right there. there is no ME3 with a new protagonist. You juyst have to either use a shepard that survives 2 or create a new defult shepard.
