No I don't think ME3 is on its way this soon, but a disk-type expansion would not surprise me at all. Shattered Steel? Doubtful given that the clues point to something to do with Mass Effect. If it is an expansion (not DLC mind you) then that picture that's been posted could be from a high-resolution trailer--note that hi-res trailers have been released for both ME games and for both Dragon Age games, and the actual graphics look considerably different. However, my concern would be for the quality of said expansion--Awakening had a good story for Dragon Age, but it was a bit short and added nothing to the main game.
I do not think simple DLC would be getting this much hype. I'm sure it's Mass Effect related somehow. So again, perhaps an expansion. Or, maybe as others have suggested, a new Mass Effect franchise not involving Shepard. I have heard that the devs said that while the trilogy will center around Commander Shepard, they intend to do more things with the Mass Effect franchise. That means there will likely be games not involving Shepard. This trailer and screenshot could be a Mass Effect MMO, could be some other hero's story, could be a pure shooter set in the ME universe. It could be a side-story regarding Earth being attacked while Shepard's halfway across the galaxy and unable to respond/unaware.
As far as I know, Bioware doesn't have anything to do with Fallout, and hasn't CRYSIS 2 already been announced and maybe even released? It's not a game that I follow.
We are already aware that there is meant to be more ME2 DLC released before ME3 is announced. In any case, while the clues indicate this is something to do with Mass Effect, there's really not enough information to do more than wildly speculate. I think we should keep our minds open to what's coming so we don't get disappointed. I wouldn't put it past Bioware to have pointed us toward Mass Effect just to throw us off the trail, for instance. While certain things point toward Mass Effect, plenty of people have said it's probably a whole new franchise--and this is entirely possible, too. I won't be surprised if it is.
I think, however, we can safely rule out Shattered Steel and Jade Empire.
