The thing is, though, I don't see why they would announce this before the original trilogy's completion. You would expect a game like that to be announced after ME3 has been released. Not that it's a problem.
Possibly to drum up the franchise a bit more. ME2 might be a critical and commercial success, but compared to many other big titles it could have sold a little bit better I think. It sold very well, but I wouldnt be surprised if EA and BioWare felt that the Mass Effect franchise has potential to be even bigger.
The nature of the kind of game the Mass Effect trilogy is may be holding it back. Both games are amazing, but the first game lacked a lot of polish in the gunplay that helps appeal to the main consumer group. Mass Effect 2 was significantly improved in this aspect, but some people are not ready to jump into a second game straight away, and may still have reservations or simply not be all that aware of the brand name.
A hypothetical Mass Effect FPS would potentially appeal to a wider market, as FPS have arguably been the most popular genre this generation. Regardless of the platform, there is a huge audiance that loves shooters and will pay attention to the latest greatest ones that get announced.
So, said hypothetical Mass Effect shooter could potentially have a stronger market penetration than both Mass Effect and Mass Effect 2, simply due to the nature of its genre, which in turn has potential to drum up sales of other Mass Effect related titles, such as the main trilogy.
End of the day, neither BioWare nor EA will be satisfied with Mass Effect 3 selling any less than Mass Effect 2, so they'll be pushing the brand pretty hard.
Assuming said hypothetical Mass Effect FPS exists at all (though I'm quite confident it does *wink wink*).
