C'mon! It was in the making since the exit of ME2... and it's passed already a year! If won't be for the VgAs then we won't have to wait too much anyway. And off course, Joker's voice actor simply cannot say anything 'cause legal bonds...

You do realize that Casey Hudson stated in a video last December that they had already begun working on Mass Effect 3 right? Not only did he confirm it, but so did Adrian Cho in an article interview. The developers even said that they don't want to take forever with ME3 and want to get it out around the same time, if not less, that ME2 was released. So yeah, ME3 has been in the works for a good while. Pretty almost an entire year give or take from Casey's interview in Dec 2009.

Development on Mass Effect 3 would have begun before Mass Effect 2 shipped. Pre-production, anyway.

Agreed. I don't hope ME3 will be released any sooner than 2012. BW must take their time to make it the best part of the series.

Also, if the footage being released is indeed ME3 related, I expect it to be nothing more than a CG teaser (showing no actual gameplay footage). I will be very happy if it's a ME3 teaser, but equally so if the vid turns out to be about some big, soon-to-be-released ME2 add-on.

LOOOOOOOOOOOL... Fish ?? Why are they showing us fish ? ...Hm I think it is another point for Earth, cause fishes are only on Earth. Maybe somewhere else too but we know only about Earth. Or do anyone knows where this type of fish lives ? Maybe we will be closer !

Yes, a red herring is a fish, but a 'red herring' is also a very well known expression for a distraction, usually false information, usually used to direct attention away from something more important. Haven't you heard the phrase before? See here.
