Absolutely no idea at all, other than the obvious meaning of the term 'red herring'. Some part of this whole tease has been a red herring. We've been fed a lie, false information, or a deliberate distraction somewhere.
It could be anything. Maybe all these supposed Mass Effect clues are the red herrings, and its really not Mass Effect related at all. Maybe it is Mass Effect related, but the natural assumption that most people would have (Mass Effect 3) is wrong, and that it is indeed a Mass Effect spin-off. Maybe its neither of these, and instead one of the clues we got earlier that was a red herring. Maybe one of the clues doesnt fit. M16? London? The Clash? Who knows.
Its all up in the air at this point, as far as I'm concerned, and I wont be surprised if this is the last clue BioWare reveal until the actual even this coming weekend.

Under the hypothetical that it is not Mass Effect related, its always possible that the Incisor was deliberately put there to be a red herring in the teaser. We know the short video we've seen is part of a much larger video, but for all we know the character in the teaser could be an insignificant nobody quickly picked off.

I'm still pretty convinced it will be Mass Effect related. But as much as I love me some err, ME, I'd dig a surprise as well.

Indeed, but this is not neccessarily Montreal's game. As others have pointed out, Montreal is a pretty small studio, so whatever they're doing / have done has to have involved Edmonton or someone else as well.

Two incidents confirmed they are working on something Mass Effect related. The first was Manveer Heir, an ex-Raven developer, joining the team as a lead level designer. He joined Montreal, then confirmed that the project he would be working on was something related to Mass Effect. The second instance was when the announcement came that Montreal would be doubling its staff. During the announcement they also mentioned that they would be doubling their efforts towards whatever comes next for Mass Effect.
So yeah. Montreal are, without a doubt, working on Mass Effect something. Not surprising really. The studio was founded by a lot of Mass Effect devs, and did tons of work on Mass Effect 2.

I was under the impression that there were articles around September about how Montreal is working on a new game, though.

my bet is on the incisor being the red herring, because it was the most solid piece of evidence we had for this being mass effect. bioware reused the model as a placeholder for some other rifle, most likely not realizing how quickly that wiuld be figured out. the game is not ME related. why else would they flat out TELL us that something was a red herring?

So I think the red herring doesn't refer to one of the other clues being a diversion, but contains the red-herringness in itself, straight an simple.
My money's still on ME 3, as it seems like madness for a studio to introduce another IP when they already have three highly anticipated games in the oven for the next fiscal year. At some point they'd have to worry about becoming their own competition. ME 2.5 seems somewhat less likely to me considering that the sniper seems to be in a warzone-turned earth, which is something they'd probably save for the finale. But we'll know soon enough.

There is a book called five red herrings I think. Maybe the whole thing has been to throw attention. Probably a little bit to elaborate for a diversion, but still an idea.
