The creatures on earth may be a new enemy all together. I mean, The guy says he doesn't know "what they are" right after he snipes the thing. I am guessing he knows what a husk is seeing as how the Alliance and almost everyone else knows what they are. Plus at the angle that thing fell at when he shot it, it looks to have been running quite fast. Though it could be an even more advanced husk. So many possibilities.

you dont not use nukes to create the proverbial "line in the sand".
you use them with the intent of killing as many people as possible. that defines an offensive weapon.
they still can be used defensively, they just werent designed for it.

EDIT: @ NO85: i get it. im just being a pain in the ass. realistically, nukes are "out there". they could be a dud or an ace up our collective sleeve.

Yeah, I also assumed this but..... Given that the Citadel was attacked by a Reaper(Even though it was covered up) everyone still knows with the ship looks like. So he should already know that the ship is a supposed Reaper. Also, even if he didn't know they(the ships) were Reapers I wouldn't think he would refer to the ships as "they". He would just refer to them as ships and maybe think that the creatures on the ground were flying them. But, seeing as how he has some type of bad ass combat training and is able to shoot the mystery creature from miles away, while being injured and while the thing was moving at a high rate of speed, I would guess that whoever he works with or for has a pretty good handle on at least some useful information. Plus he knows Shepard. So I can't belive he is that oblivious to what is going on.

Nukes create a powerful Electromagnetic pulse, part of that radiation emited from the reaction that you mentioned.
Also it should take a lot more than a few nukes to stop the Reapers or they never would've wiped out countless highly advanced civilisations.

ALSO: emp is the basis of my nuke theory. EMPs COME FROM nuclear detonations. sure, theres other ways to create them, but nukes do indeed relase EMP, with the added benefit of melting away the hull.

If there are a thousand with the same attacking each city which probably has been mostly abandoned
Then it's a good strategy, if there are hundreds of thousands then it's time to bug out and nuke the entire site from orbit
It's the only way to be sure
