He says "2 mil in a day, another 7 by the end of the week." Then he says "every defense annihilated and all our forces on the run." later he says "reports are coming in from other major cities" which lead me to believe initially he was just referring to his own city London.

Yes they do, but not as powerful as certian EMP specialized device. Well.....I mean it can. But then you have to go into an even more in depth converation about them such as their yield, their type (Fission or Fusion), etc.

Usually, a defence force is comprised of military units placed before an invasion not after. What we could be seeing is the unification of a civil defence during the invasion.

i have many as well, i meant that it's the one that will be the flag ship play though. the one that i see as my cannon story. i do very side qwest i can find in that one play though.
