Also, I for one am glad it is coming at the end of next year. Hell, I hope it doesn't come out until 2012. Actually I can almost guarantee it won't drop until 2012. ME2 just came out less than a year ago. I think the game deserves at least 2 years of exclusive development time. Especially since they now have one more system to develop for. I would rather it took as long as needed to be the best final chapter, than to have it come out fast, be full of bugs and have a mediocre finish to the story.
20 November 2007 = Mass Effect 1
26 January 2010 = Mass Effect 2 (roughly 26 months between the release of ME1 & 2)
December 2011 = Mass Effect 3 (roughly 23 months between the release of ME2 & 3)
Seriously, why should we be worried? That's plenty of time to develop the game.

EMPs are effective against circuitry, sure, but we're talking exposed or lightly-armored circuitry. Circuitry inside a space ship is basically magnetically sealed. It would have to be, given the hostile environments of space. Just think of Haelstrom, for instance. The Normandy was in space around that hostile planet and had ZERO atmospheric protection from the radiation of the star, but it was just fine even though it's a dinky frigate that's meant for stealth, not for durability. I guess it could have stayed in the shadow of the planet, but it is unlikely its approach could have been out of the sun 100% of the time. Heck, the Citadel is located inside one of the most turbulent (ionized) nebulae in the galaxy, but it's still the center of civilizationi and commerce in the galaxy. No EMP is gonna get through a completely sealed, ~10m bulkhead. And if it IS of a frequency that passes through such an array of materials, it'll pass straight through the circuitry without doing any damage, too.
As for why EMPs are temporary in most video games, that's to represent switching over to backup circuits and such. Clearly, you can only have so many backups in real life, though. However, Reapers aren't entirely circuitry. They're a large part biological, and the biological components should be able to support and repair the circuitry even if they are damaged.

In it, he says that ME3 will be easier and take less time to develop because they don't have to worry about decisions affecting the next game. It also seems like he's implying that his team started working on ME3 immediately after they completed ME2.
