Sooo ,what You are actually saying is that the consoles "hold back" the PC players. Hmm..makes sense.
By current PC-hardware standards(talking 8-cores--4, if you're fikcle--, multi-pipeline graphics cards, more RAM than an x-box hdd...just kidding..

), the x-box 360 and PS3 are, technically, yesterdays technology.
On the other hand, programming for dino's like the 360, makes sure that about every reasonably recent PC will be able to run the game at it's best.
It ran great on my C2duo 2,13, 8800GT...runs even more amazing on my i7 930 470gtx

. That said, I notice a divergence here in game-producers. There are the console to PC emulator-baking lazy a%%es like Rockstar(The same Rockstar that had their ****es handed to them, as far as graphics-engine optimizing goes, by a humble russian programmer that has made this miracle called"ENB-Series"), and there are the PC adepts that fiddle around with an engine, so it runs native on a console, without the need for a wobbly, retarded wrapper, adepts like Bioware.
On a side-note: funny, that after a couple of years of hoohah about "piracy" and "consoles are the only future" there are again some really great PC-only games coming out that get the PC to x-box-wrapper treatment, instead of vice-versa. Looks like the corporations are starting to notice the backlash from their lame conversions (not to mention ridonculous DRM...different subject to rant about) and have also noticed that the PC-gaming community is, generally, a bit older and has more money to spare, buys the more involved games, and is less inclined to pirate AND has better hardware. All this, while the console-community seems to be steering more&more back towards the "instant satisfaction" and casual games, where the console always shone.
Still..shame that the PC version of ME3 won't be eeking the last bit of power out of the UT3-engine.. It would be glorious... They did
some advanced things though. I heard someone mention Bioware stating that they would be using an "Unreal 3.5" engine for ME3 ,and that they already used parts of it in The Shadow Broker, which, I have to admit,
does look somewhat different in lighting. I couldn't put my finger on it ,but thinking about my play-through in retrospect, it was definately there... Lighting ,some particle fx.
Well ,I am on my 4th playthrough, and about to visit Liara in her apartment with my Fem-Shep, so, 'll take good notice this time.
mrmbll..jus' my $0.02 brain-fart..
