That doesn't look like a city to me. It looks like a bridge or path leading to the entrance of the building the character is standing in, leading to a kind of walled structure. I dispute that it could be easily labeled a city.

In any case, there is no reason to suspect that the video and the clues are pointing towards the same place. I only cite the video as evidence it takes place in the Mass Effect universe due to the Incisor. These points are not in conflict.

well, without knowing what he's aiming at, he could just be a sniper picking off targets.  In the video he appears to be wounded either at the hip or  leg,  so if he is an assasin he didn't get inside cleanly.

Looks to me like he's holding a position, waiting for something. Could be an attack, could be a high profile (sniping) target. Can't say for sure.

1) A huge coincidence

2) An in-joke

3) A hint that Obsidian is going to be developing the game, which wouldn't be unheard of.

Sounds like no DLC is forthcoming. How disappointing, it looks like another military shooter. I like that genre, but enough people are working in it already.
