There are plenty of lines that can start the romance almost everywhere.
Also sometimes giving him his plot gifts have lines that start the romance. What was the last Alistair related you said before this happend?

*I've played that part one way, saved it, played it another way saved that, etc... so I have different versions of how that mission was done, and I think doing that has caused something to get buggered up.... Leliana used to just act normal, but now she always brings up alistair as if something's happened, and no matter what save it is, that was the last thing that was said to him.

Also, if you're on PC, there is a mod that allows you to turn off the romance flag without actually going through dialogue (although he's still going to mention it later).

You just told him that you care about him and he takes that as meaning that, you know, you care about him. And no one that ever found out has cared about him for who he is and not in relation to his birth. Or at all really.AwesomeName wrote...
I'm roughly before/after saving anora*. I've looked at the last thing I said to Alistair, which is, "I do like you, and not because of your blood" which was in response to him saying that he doesn't want people to like him because of his background. I'm pretty certain that this shouldn't have triggered anything because originally when I talk to leliana after this, she doesn't bring up alistair - just the usual, "aren't you attentive". Now, no matter what save I reload around this point, for some mysterious reason there's a phantom history with him.

Alistair isn't dumb, but he is kind of desperate for affection, poor fellow. I wasn't planning on romancing him with my elf mage, but I used the same line and out popped the rose. I wouldn't bother going back to the conversation. Just let the poor guy down gently and he takes it well.

I think all the companions take a little mild flirtation far too seriously.

LOL, yeah, me too! And even when I broke off the "romance" (which was a major shock to me, believe me) she was STILL in love with me, I couldn't beat this chick off with a stick!
It's funny and ironic that you got nija'd by Alistair while romancing Leliana, always the opposite for me. Thankfully, ever since I learned which responses would keep the romance off, as well as installing Qwinn's fixpack to sort out the screwy romance flag bugs, she hasn't ninja'd me since.

Oh, that. Yeah, I know about that dialogue, but I dunno if that's what the poster was refering to.
And I don't think Loghain was hitting on a city elf, either, just pointing out that despite being an elven female in a society that sees them as sexualized objects of little intristic value, that she should not let other people's attitudes shape her or degrade her.
