Hello,
I created a local non-xbox live account on my roomate's xbox in order to play ME2. When I started the game, I got a screen showing a list of DLC that couldn't be found. I thought "OK. This is DLC he bought while he had his old xbox, so it's tied to his gamertag."
I started playing the game and found that I could access the DLC that he had bought using the current xbox. Cool. Four days later, I try to load my saved game and get this error:
" The selected save game cannot be loaded. The following downloadable content is missing: Normandy Crash Site, Zaeed, Firewalker Mission Pack, Kasumi, Overlord"
I switch to my roomate's profile to see if the DLC was somehow corrupted, but his save loaded fine. I don't know what to do from here. My best guess is that my local xbox account was given permission to use the DLC, something happened, then that permission was revoked. The only things that my roomate did that I know of are: playing a different game, watching dvds, and purchasing and downloading Perfect Dark.
Any help would be appreciated.

My wife has similar problems with other DLC for games on my Xbox. The solution for her is for me (or her or whatever) to log on AS me, then log out, and then she is free to log in as her and make use of the DLC. From what I can tell, this is a licensing issue of some odd kind.
If your roommate ever replaced the xbox used for original purchases, then the solution is to initiate a "license transfer". To do this, go to xbox.com, and search for license transfer under support. Just be forwarned that this can only be initiated by the user once per year. It can be initiated by Microsoft (say because of an RMA for example) without this restriction, as many times as needed (typically initiated by them at the repair station).

I tried as you stated. It did not work. I spoke to my roomate and he told me that the dlc that is preventing me from loading, Zaeed and Normandy Crash Site, were purchased on his old xbox. So I never should have been able to use those DLCs.

The DLC can be downloaded to the new xbox using his account. Then, using the license transfer I wrote about, it can be licensed to the new xbox, and then you will be able to play with the DLC. It's unnecessarily complex, but it's just the way Microsoft chose to impliment license management.
