Insightful strike stacks with strength bonus to damage. Combat Insight replaces strength bonus to damage with intelligence bonus to damage, so yes, it will stack with Insightful Strike.
So if you had both feats and were wielding two short swords, your main-hand attacks would have 2 * INT bonus to damage, and your off-hand attacks would have 1.5 * INT bonus to damage.
