False. How about levelling up cool almost-superhuman abilities like, say, Adrenaline rush! I'd rather skip the whole "Shepard learns how to shoot a gun for the first time" phase and move right on to the "galactic super soldier" part. Especially since the story and characters within it specifically refer to his or her relative badassary at all times.

Secondly, why would Bioware create a new ME shooter game (which it looks like it will be) only to make ME3 another shooter. Bioware is creating this game to cater to the COD fans to busy for ME3 to increase sales while leaving ME3 much of the same of ME2. If ME3 is 'guaranteed' to be just a shooter, why create this shooting game?

I doubt the new game, whatever it is, will come out before ME3. ME3 has been in development since last December. Bioware stated that they will get ME3 out in the same amount of time they produced ME2, possibly quicker. So whatever the new game is, it won't be funding anything yet.
