Saren looks different than every other Turian you ever see. He has the two long things on the side and the beady blue eyes.

I'm fairly sure that the eyes are cybernetic implants, based on all the other geth technology he's had implanted. I can't explain the differing facial construction, though. For a second I thought they might have been a marker of age in turians, but I'm not sure if the turian councilor would or should be older than Saren...

Saren has had a reasonably similar design since the early concept art, and it appears to have stuck. Which is great, because I think it looks awesome. From a practical point of view, likely it's to distinguish him clearly and perhaps the turian design was finalised somewhat later. From a lore perspective... perhaps it's a recessive genetic feature? We have different eye colours and skin colours, I don't see such an argument being utterly unfeasible. In short, I don't think there's been an official reason given.

Because he's half reaper for some reason.
Suprised the council didn't notice that when his hologram popped up.

S'fairly obvious Saren has significant cybernetic implants. His eyes look like optics, his jaw/mandibles show clear signs of metallic implants, his 'ears' look distinctly artificial and one of his arms is distinctly Geth tech. Odd that I read that storywise it wasn't meant to be so apparent until after Vermire, when Sovereign was said to get spooked and 'upgrades' Saren. Always looked fairly obvious he is at least partially cybernetic.

Fact: Saren was the first turian they designed, Garrus the second. After that, they sort of just tried out different facial features and colors on Garrus's model to make the rest of the NPCs.

Personal theory: inbreeding.

Saren is actually a female Turian but everyone calls him a he because he is a man trapped in a woman's body.

Don't forget that Saren is (or was) a Specter, so it's possible that the various implants were overlooked to some extent by the Council due to the fact that Specters are generally left alone and permitted to handle their assignments however they wish. If his body was damaged, he probably knew how and where to get access to medical treatment that wasn't traceable.

this is character design, while you can make a story with a commun hero design (more easy to be identified with most of the commun folks who play the game), if you don't make the vilain some distinction from the mass character it can diminish greatly the impact on the story.

Saren is citadel top agent, he is clever, he is strong, he is wild, he can't look like other turian because he is nothing like average.
His extra things on his turian head made it look like hornemtation of his race, you know like "bigger horn or longer horn" make him a higher standing among turian race.

Sometimes, the whole story telling, especialy in movie can be saved by the villain, the best exemple that come to my mind is the vilain of water world, he is marvelous in his job and interpretation.

Sometimes, character design can be a real cliché, i'm thinking about Logain in DOA, at first glance at the beggining of the game, you know he is the traitor kind and you will have to deal with him at the end of the game (not before). (wich imo killed the thing.... oh .... no ..... he really is a traitor .... yaaawwwn... so boring).

Because it's really expensive making every minor npc unique?

Saren was a main character and has cybernetic implants so he has a very distinctive model. All other turians are
tweaked version of the same model.

I figured they just didn't want to have to make multiple models for him.

Sarens eyes glow more and more through the game.

At the beginning you can see it if your looking for it, around virmire you see it more prominently with his eyes and glow inside him whenever his mouth opens. Around the endgame we see just how much he's been "augmented" until you eventually see him go all Terminator.

I think they intended to (there's that cloaked Saren concept art, for example, which was probably supposed to be his look for most of the game), but it got cut due to expenses or something (like so many other interesting and potentially important ideas from ME1).

Those antenna things on his head might be natural, though. Maybe some sort of turian racial/ethnic minority has those, and Saren's a member of it?

Wasn't there a theory that Saren actually had the turian equivilant of a villian mostache? I like that idea the best.

Is it just me or does Saren not have th back-bump thingy that all Turians have? That's the one thing that stood out to me the most.

I think the same thing that happened to Paul Grayson happened to Saren as well.

Just diversity I think. Aria's turian bodyguard has longer mandibles than most too.

Saren has a distinctive look for the same reason Default Shepard is really detailed.

I always thought Saren looked like a lady or a pug. His collar or toiletbowl, if you will, is smaller than the others i have seen, his fringe is technically enhanced, his waist is supportive, his hips are not sharp, his back hump is smaller, his eyes have an odd shape and are tech blue, he has a huge nose, studs in his mandibles, tubes all over and a geth arm.

It's obviously because Saren used to be a woman. They tried to turn her into a him, but something whent terribly wrong and they had to completely reconstuct him.

I really don't know.
I think he's just the turian equivalent of Emperor Palpatine when it comes to looks.
