Availability would change from place to place. Imagine a city was attacked by darkspawn and they decided to defend the city proper while leaving the alienage defenseless. Tons of city elves are taken so many elven broodmothers are created.
And it wouldn't have even had to happen recently. A broodmother can live a long, long time.
To be honest, I'm still baffled by how there were so many ogres in Ferelden. How long ago did they find the archdemon that they had time to walk the deep roads from qunari occupied areas?

Yes the concept art looks like a shriek emissary and that could explain the ropes. The shriek have forward shoulder so the use those ropes to keep their shoulders back. But the belt in the face It has no sense:blink:
