It seems a little to early to hear news regarding ME3. Im hoping for news regarding ME3 to come around late 2011 at the earliest. BW needs more time to increase the RPG elements of the game.

But, seriously, ME3 was confirmed few years ago indeed.
No one is saying ME3 wasn't confirmed. We all know it's coming out. We're discussing if the footage is ME3 or not.
Also, let's not forget that actually a source in Russia first announced ME2 was coming to PS3 and we know how that went.
It doesn't take a Russian website to know that ME3 will be announced soon enough. It's not like this is revolutionary news in any way. And this is in no way a confirmation. A confirmation can only come from Bioware or EA. Everything else is rumors.

Also, true or not, why would EA/BioWare allow the cat to be let out of the bag by SCEE Russia? The fact that the message is still there doesn't necessarily give it more credence. Either way, EA/BioWare should want the message removed.

There wasn't a PS3 release last time, though. That's the only reason I don't think the timing is right. Whether 11 or 14 or 56 months have passed since ME2 was released makes no difference. There's still life in ME2 as it's being brought to a new market, so how is announcing it's sequel, which will also be available to that market, a good idea?

As we all knew there would be a Mass Effect 2 and 3 when we were playing ME1, the official acknowledgement of their being a ME3 isn't so much of a problem. Showing anything in the form of videos and screenshots potentially is though, as it could work against ME2 on PS3.
An ME3 tease effectively belittles ME2 and would stand a good chance of negatively impacting sales. Why would people want to spend £40/$60 on a game that's already been superseded?
