When logged into your 'proper' account on the forums - the one that you used to register ME2 and log into the game with - check the following link:
Profile>Your registered game promotions. Is the LotSB DLC listed somewhere on that list for the correct platform (I'm assuming PC)?
If it is, i can only stress that you make sure that you log into the game using the same account information, and that you download the DLC from that list linked above and install it successfully. You might also be acting a bit impatient - try giving the game a minute or two to sync up with your account. If it still doesn't work and your sure LotSB is on the list of entitlements under the correct account, try posting in the appropriate support forum (ME2 PC) - it would then be a technical issue; nothing wrong with the purchase or points, thus off-topic for this forum.
If LotSB is
NOT on that list linked above, and you're sure you're logged onto the 'correct' account, then I can only assume you either actually didn't purchase LotSB and downloaded a version of it from a third party *or* you purchased it under the wrong account. Either way, I would try checking the Points balance for both of your accounts and checking the same link above while logged onto your old account to see if the DLC is there. Whatever the case, I would suggest contacting EA Support - they would likely be the only one's who could help you out of whatever this problem is at this point, anyways...
