Well, I've noticed now that every time I start a new game and go through Orzammar when I encounter any group of fanatics the groups are always mixed with both Bhelen and Harrowmont Fanatics no matter which side I choose. It's not a severe bug, mind you but it's something that may need attention. It also only happens when I'm signed in on Xbox Live, it doesn't happen when I'm playing offline.
