My guess is that Low morale doesn't do anything,

As i can use Sten's Butterfly Sword and play Completely normal

It was supposed to be a penalty to all rolls, but like several other item tags like +X% Healing, Weakens Nearby Darkspawn, Increase/Decrease Hostility and others, it was never actually turned on.

It made no sense for them to come up with these equipment effects and not actually implement them. There are a few items in game that would be quite useful, but end up being quickly sold due to this issue. One in particular has +x% healing and decrease hostility, which makes me wonder why they bothered putting it in?

Actually, some of these problems have been corrected with the most recent patches. There are also mods to correct these things. You'll find them at www.dragonage.nexus.com under "Gameplay". While low approval (I assume that's what you mean by "morale") doesn't incur a penalty, it does mean that your companions don't have access to certain bonuses which come with higher morale. For example, Zevran gets dexterity bonuses, Leliana gets cunning bonuses, and Sten gets strength bonuses, iirc. These bonuses come in three tiers which, of course, depend on the level of approval your PC has inspired in each companion.
