Spectres recruitment for Mass Effect 3

Lets go over the the Spectres we've seen so far.
Nihlus Kryik- One of the best Spectres to date. Tangled with extremely dangerous foes, including Justicar Samara and lived. Semi-checkered past when comes to how he completes his missions, but he gets the job done, and done well.
Current status: Deceased
Saren Arterius- Youngest turian ever to be chosen to be a Spectre. Known for his negative views towards humanity and his whatever the cost attitude. Corrupted by the Reapers.
Status: Deceased
Tela Vasir-Asari Spectre. Agent of the Shadow Broker. Corrupt to the point of no longer having the best interest of the galaxy at heart as Spectres should. Possibly rogue.
Satus: Deceased as of Lair of the Shadow Broker
Commander Shepard- First human Spectre. Decorated Alliance officer. Varying reports about the Commanders past and technique. Extremely capable leader and fighter. Directly responsible for the death of two of the previously mentioned Spectres (Vasir and Arterius) and related to the death of the third.
Status: Only actual Spectre known to be alive, and only other Spectre the player has ever seen.
Thats slim pickings, and if the pace keeps up we'll be done to only Shepard by the end of next game. Now I know thier numbers are supposedly extremely low (somewhere in the low hundreds by Alliance estimates) but i feel like they would be welcome edition to the third installment of the series. Maybe throw in a Spectre headquarters somewhere near the Citadel.
Anyone ese with me?

Seriously, what can a spectre tag give to a character at this point? Since even Shepard may or may not be one?
And spectres don't have headquarters. They are mostly solo operatives, reporting directly to the Council, or going rogue...
But yeah sure why not. We have yet to see a Salarian spectre, or a Turian female...

What makes you say she was corrupt? Or an agent of the Shadow Broker? She states that her ultimate loyalty is to the Council, not the Shadow Broker. She was aiding the Shadow Broker so that he would continue to supply her with information she needed in order to get her Council assignments done. The Council authorize Spectres to use any means necessary, so she's not stepping outside of their remit.

If the VS becomes a Spectre, I could see them getting the order to hunt Shepard down for killing Vasir, among other things (especially if Shep's a paragon, due to dealings with the rachni/krogan/geth). After all, the VS has enough knowledge of Shepard that if anyone could bring Shepard in, it would be them. That could get pretty awkward too, especially if you aren't able to avoid a fight and have to subdue them somehow. Though I can't see Kaidan or Ash being too happy with the idea of hunting Shepard, Cerberus association or not.GodWood wrote...

I like very much this kind of scenario. Maybe the VS is made Spectre 'cause there's not further informations about Shep's actions after Horizon, and he\\\\she is sent to investigate. Then when we meet him\\\\her again something bad happens cause Cerberus or Reapers interference and we're forced to fight. Then, after winning the battle we can choose to give a change to VS to rejoin us, left him\\\\her apart definately or even kill him\\\\her. Also, Garrus as a Spectre may be interesting, but he screwed away from the SSC, adn spent two years of his life as a vigilante... so I don't think it's likely to happen.

I wouldn't call blowing up building full of civilians in hope to kill Liara not stepping outside of Spectre remit...
