  • What's important here is the codex entry for the weapon - it mentions that it is a new wave of weapons. That would imply that the special forces and secret services would have access to the rifle, and given the MI6 barcode teaser, then it's perfectly possible that this man is of that secret service. Also note that he has lighter armor than marines we've seen, so possibly he is more oriented for espionage. This could be backed up by the neutral colors of his armor and weapon, especially considering the rifle is normally blue. He definitely seems like a black-ops agent to me.
  • Posted Image Here, he is pointing the sniper rifle at survivors. If he is a member of MI6 working for Earth's defense he could be scoping them out. On the other hand, he could be the Saren-like figure of ME3, and is responsible for the destruction around him, and the survivors know it. He isn't going to want that information out.
Make of this what you will, I could be reading to far into it. It could be that the sniper rifle model was simply the one used because it looked cool, and they decided to design slightly different armor to keep us guessing. We'll know later today.
