so ive been playin both games and i noticed how most character shadows have big head mode on x_x
are ther any tweaks / fixes available for it or is it permanent.

Are you talking about the Salarian head shadow? Anyway, if one part of the body is closer to the light source than the rest, than this part will necessarily cast bigger shadows. Nothing strange about that. Check your own shadow standing up in a room with the light coming from a bulb above you.

ye, but in game tho they seem rather large toward the head nd this occurs to all shadows u can see my characters shadow aswell

That is how UE3 shadowing optimization works. You can see that in L4D, too. The light source of the shadow is not the actual one, but just a "bulb" put close to the character on the side where the light is coming from. Due to nature of projection (like projectors work - everything gets bigger, the farther the white screen is; the screen is the ground here), it gets skewed. It's because the "cheated" light source is so close and not the actual light from the far.
Saves a lot of lighting processing/deferred lighting. As you walk, it just moves the "bulb" to the side of closest and brightest light.
