Im having some troubles navigating the forum, so I havent been able to
search effectively for the solution.  When I try to grab the official
document (I found at the wagon place) from my items page and give it to
tomi, it says i can only give him potions.  Im playing nwn 1.  What is
the problem, does he have to tell me his whole story first?  Any help is
appreciated.  Thanks

There's a Henchman solutions sticky that may help you navigate the henchman issues right at the top of this forum.  Here is an extract:

"The henchmen will tell you their story in parts as you level up, but you have to be a specific level before they will give you their quest reward (level 6 in chapter 1, level 10 in chapter 2, and level 15 in chapter 3). In order to do their quest in chapter 2 you must have done the corresponding one in chapter 1. The same goes for chapter 3, to complete their chapter 3 quest you must have done both previous quests (chapters 1 & 2)."
