 I have a question: If an enemy has defences such as barrier/shield/armor and in one sniper shot you take the defences away and penetrate a little bit of health with cryo ammo on, will the enemy freeze? Does it depend on the level of the cryo ammo as well?

Edit: Same thing with the disruptor ammo's overheat and incendiary ammo's panic function. Do enemies have to be in the red to begin with?

No. Only the Shotgun can strip shields and freeze in one shot, and that is because each pellet is counted separately. The first pellets strip shield/barrier and the later pellets apply freeze. It would be nice if snipers could do this, but I'd settle for cryo animations not interfering with biotic attacks.
