For the picture Natoorat posted, that's a mod to allow the original N7 heavy armor from ME1 and the intro scene to be worn as ingame armor. Otherwise it's not usable.
And to be honest, I've always thought the civilian clothing was much more needing of texture revamps than the squadmates. I mean, you see it way more frequently, most of it is atrociously low-res, and they get recycled so often that it'd only take 2 or 3 texture maps to fix upwards to 7 or 8 storyline characters, not even including other civilians that you can talk to ingame.
