Well, here's where the confusion lies for me. Mass Effect 2 has heavy usage of alpha maps, requiring DXT3 or DXT5, so that adds some filesize there. More to the point though, I don't see any possible reason that a 1024x1024 texture map will still retain the immense amount of detail in a 4096x4096 texture map. Also, while I do appreciate your help, I'd prefer you not post my textures for anyone to use. I know the one you posted was just Shepard's specular map, but still.
