I know there are a couple of mods that remove the VFX from weapons, but is there anything that removes the VFX from buffs?

Personal Annoyance Remover

It doesn't work perfectly.  Some haze, like the blue from Death Blow, still sticks around.  Edit:  And it only works for Origins, not Awakening.

It has several game fixes, you can even chose which ones, a fix to remove all persistent character VFX after a few seconds. Bard songs, Magic sustainables, Rally (and it's sound effect too) so forth.
