Seeing that a savegame seems to contain the whole module, does that mean it still works when the module is removed from the Modules folder? Or in other words, do I need to keep (or put) the according module in my Modules folder when I want to continue with an old savegame?

Your saved game will work all by itself, If it is a saved game from a custom module.
If it is a saved game from the OC or any of the .nwm games it will not work on its own. The saved game is not a save of the entire module in this case.
If it is a saved game from a Premium module. I have no Idea. I have never played them or looked into how they are handled.

Thinking about it, then savegame may be the best way for builders that wants to force player to play a specific character.

The only problem is a matter of file dates - a saved game for this purpose will almost certainly not appear at the top of the list when your players go to load it. While it's most certainly possible to change the external file date, I'm not sure if nwn also stores an internal one.
