I opened the EaCore_ App.ini file and noticed right off that the timeout reads *_ms=15000.
Does that mean milleseconds? I added two more 0's to make it 1500000, just to see what would happen.
I've started and restarted the game from the launcher 3 times now and EACoreserver.exe service is still running. Before it was shutting off rather quickly. Perhaps the timeout was coded incorrectly.
