Was looking to animate an placeable mainly just a chopped verison of the windmill with just the blades and cant figure out how to animate it. Looked through an few tutorials and couldn't find anything on it.

I dont know how much the Blender importer/exporter or the community Max importer/exporter can do in regards to animations. But the only sure way to make animations is with the Expotron exporter for Max. Its not to hard to do, while i prefer the old NWN1 way, ive come to appreciate the NWN2 granny way.
Given you'd be using for the windmill the originals skeleton and animations, all you'd be doing is trimming down the mesh, I think the blender exporter can export the mesh while retaining skin info... so you wouldnt really need to do any fiddling with the animations. Although ive never used the Blender or the community Max plugin before so i cant really help you in that regard.
There are the Exportron tutorial vids, while a little sparce they can give you the basics pretty quickly.

You should also take a closer look at the files for the Windmill, because I am pretty sure that they are chopped up into the building and the vanes separately and the vanes are the only part that is animated. I am fuzzy memorywise on this, but I thought someone separated the windmill vanes animation early on post release and did other things with it. Might want to check the Vault for Original Hakpacks. Or for faster result, do a Google search.
