I don't know weather to buy the game on the Arcade or buy it pre-owned, they are both they same price. So does the physical version have anything else besides the disk?????

If you can find a physical copy of the Platinum Hits edition, it comes with a bonus disc containing the Bring Down the Sky DLC, several making-of documentaries, some samples of the soundtrack (which cannot be ripped off the disc) and digital concept art galleries with commentaries by the artists. The Arcade version has none of that.
