If not there, possibly somewhere in Canada. I'd say definitely somewhere in North America based on the accents of either gender (then again, Anderson is supposedly English), so it would just have to be some American city that isn't that nice a place to grow up in the 22nd Century.

I think Shepard can come from anywhere on Earth, because English is a global language now and will continue to be for some time. English names appearing in certain regions may be rare, but not completely implausible. Still, I've made my Shepards' origins to be in countries where English is a widely spoken language:
Cyrus Shepard, Engineer, comes from Calcutta
Rani Shepard, Engineer, comes from Lahore
May Shepard, Adept, comes from Hong Kong
