City of Heroes or Champions Online. Both are extremely customizable. I've played both games and spent more time creating characters than actually playing. I think City of Heroes is either having or about to have a free trial period.

Whereas Champions Online is going F2P next year, and I believe I mentioned All Points Bulletin going F2P next year.
