I have the DLC and have shale. Whether he's in or out of my party, I never (ever not once) have gotten a crystal to drop of a mob or be looted out of anything (chest or other). I see the crystals at the vendors, but do not find them randomly. Others tell me they get lots of crystal drops, so I am thinking this is a bug. I have the 360 version.
Bug report: Never get crystal drops ...

loot is randomized, but if you've gotten to Ozrammar you'll find them frequently

I've almost finished my first playthough and I've had shale the whole time. Never one drop.
