I've been meaning to do this for a while, as I honestly prefer blonde hair in real life. But, the first Mass Effect has atrocious seemingly bleached blonde hair which looks terrible if you ask me. But, after looking at several pics of the blonde hair in ME2 I just have to make a female blonde shepard. Because, well, that is exactly what I was hoping for in the first place.
But, my question is: Will the hair look the same as in ME1? Or will it have the slightly darker tone of ME2. I'd prefer if someone who has played the first game as a blonde and transfered the character over to comment, if possible.

No, it should have a darker tone in comparison to the original. Bioware seemingly altered their color shades to accommodate such. Red, for example, is more auburn. I am not quite certain if the in-game would resemblance your current avatar, however it is certainly closer than anything ME offered. Either way, definitely hold judgment until you get passed the intro. The lighting in the creator is quite deceiving.

Yeah, the color of the hair certainly looks better once you land on Eden Prime. I still think the hair is a little to bright though. But, I've decided to tough it out because the hair looks amazing in ME2. And, yes, it is rather fickle to start a game just because of hair..

She will look better in ME2. In the character recreation screen of ME2 (the "recovery status screen" ) you can see how she will look as a blonde and if you don't like the look you can change it until she looks just right.

To judge for yourself, here's an unmodded example from an old career of mine (the femshep has since been improved a bit in facial features). First the blonde hair in ME1...

In ME2 hair lok better for lack of not covered with hair darker parts. ME1 made me feel femShep dyes her hair unaccurately sometimes

I'm literally dancing with joy after seeing those pics. Well, not really, dancing over hair would be..odd. I suppose. Anyway, thanks guys. I guess I'm definitely sticking with blonde hair now.

No, I most certainly do spend hours in the creation screen... believe me. I can't even imagine how many times I've seen the opening scenes of ME1 and dropped the character just because, "that doesn't look like Shepard to me.." It's hard to get my ideal version of the character, probably never will..

i prefer brunettes in real life, but the blonde long parted hair makes femshep look like a surfer girl.

I'm becoming more and more satisfied with the blond haired version of shep. So much so that I'm considering using her as my "default" female character for the rest of the series, somehow the more I play the game the more it makes me think "This is Shepard." Or my idea of what the female version of the character should be. As far as male, I'll probably always use the default look.

I wish I could, but I'm playing on Xbox360 and probably wouldn't be able to get a satisfying pic of the character with a camera. I'm a terrible camera man.
Actually, here is the face I copied. It's from ME2, unfortunately. But
it looks very similar aside from the aforementioned bleached hair and
the fact that the second game just looks better. But, yeah, this is as
close as I can get. Aside from that and a few tweaks here and there, it's the same thing.

My first Femshep was a blond, and I was kinda disappointed by the hair. It looked kinda greasy and fake. Dark hair works a lot better.

Yeah, I play ME2 first with super blond hair Shep, than now I began a new game of ME and I'm really disappointe for the color ... Tooooo bad

I was surprised how well a Blonde looks, even a super blonde with that old dirty hairstyle mod (that is popular round here) looks fairly nice

I don't know, that hair style just doesn't look right to me. Looks like something an office lady would have as a hairstyle.
