Not that I want to defend my idea that I thought up while writing it...but I said salvage his consciousness from parts of Sovereign....as in the Reaper who was destroyed at the Citadel.Brass_Buckles wrote...

No, I don't see it happening. Not unless mind control were involved, and that's assuming that they could resurrect him from ashes. Besides, there's not enough of Saren left, even implant-wise, to salvage. As a previous poster said, you watch him disintigrate--even his skeleton. His genetic material might have survived, but still, Cerberus wouldn't want anything to do with a turian. No, their posterboy/girl had to be human. Hence the need for Shepard--they needed not just a human, but a figurehead. Saren isn't much of a figurehead for a pro-human organization, I'm afraid.
And depending on your choices, and based off the latest book, Cerberus seems like they are not doing so well. TIM could see that brining back Saren, who was previously indoctrinated and may have important info on the Reapers, as their pawn, in a mechanical body that TIM has complete control over...would be a good idea.

-If Saren is woken and was killed by Shephard in ME1 through a firefight, he immediately attacks Shephard and the team and is shortly killed again or heavily persuaded to chill out.
-If he was persuaded into suicide in ME1, he understands what's at stake and becomes a reluctant member of your crew.
