Ok here we go. I have ME2 works fine, DAO ect all work fine, My CPU works fine. I DL ME1 from EA,  when it loads it starts working fine. It goes threw the Biowere, EA and other add screens just fine but then it stops. When the “Press any key” is displayed I get maybe 1 frame every 15-20 sec. It takes 2 mins or more to get to the main screen and I cannot select any option because the frame rate is just to slow to work. Now for the fun. If I bring up Windows task manager and make it the primary program the game will run at full speed, when I click on the game and make it the primary program it goes back to 1 fame every 15 sec.  I have uninstalled and reinstalled. Any ideas?

I have a vague recollection that someone else found some DVD software in the background was causing this kind of problem.

I know that's not very helpful, but at least that might provide you a place to start: look to see what's running in the background, and trying killing things you don't need.

The hardware description given should allow the game to operate; the 9400 GT, however, isn't going to prove particularly satisfying when whatever is now wrong is fixed. I purposely did not use the word "run" for that 9400, since it has worse specifications than the six year old minimum graphics card:

A sedate "walk"is all it can do at any settings above "Low", and resolution settings also need to be set relatively low for smooth animation. Older Geforces with "300" and "400" numbers in their names are about the same as what they use a "10" for now; business graphics. It's for charts, graphs, presentations, and spreadsheets. For games, it chokes on the newer ones.

Try a program called Game Booster. Also tailor the 3D settings of your graphics card for ME1 (using the NVidia control panel), don't set them globally.
