TIM, the blue one one his chin are tattoo. I think java means those on his cheek.

Ugh, if I had more skill I would attempt to sketch out his face from a straight-on point, and maybe that would offer some clarity.

Alright, upon microscope look I am not sure anymore.

There were some suspecious one under his nose, too. The long line on his cheek looks like scar, I can live with that. But under his nose??????

Yes, I was referring the triangle on the cheek and the 2 lines on his chin... and now that I look at the picture again, I see horizontal lines running across his throat of the same pigment (not the glowy ones)...
I believe them to be blue tattoos

Yeah, that didn't make sense to me. But then I looked at the nose itself, and what I originally thought was shadowing I began to think of as another scar running down the side of it, starting from a little jagged corner from his eye. The scar-thing on his upper lip may be a continuation of that.

I entirely agree that his chin and throat is a compilation of blue tattoos. Ones that he probably had by choice, unlike the glowy ones. Well, popular theory is that the glowing ones aren't by choice, anyway.

I don't care if elves in DA don't have face hair, I'm going with it because all them dirty lil marks just look too much like it to me :/ maybe they can get peach fuzz or something! you never know! It's quite common among all the indiginous tribe in the world. I am pretty sure American has them, too.

Yes most cultures have some form of body art but that is distinctive Maori (the painting that is) awesome painting too btw, kudos to who ever painted it.
