It is. The face is greenish in hue while the feet are brown like the concept art.

I liked the chin/neck tattoos as well though. You can definitely see something on his neck in that shot, but it's not blue or in the same pattern. Hopefully they'll have a clear in-game shot of him in his character reveal.

As for the neck pattern, the concept art ones (the ones in blue, I mean) were going round his neck horizontally, these ones look vertical to me. Not that it makes much difference.

He looks a lot more 'earthy' now... I seriously would have thought he was Dalish if that idea hadn't already been shot down.

I just can't wait to get a proper screen shot of him!
because if his coloring is only due to lighting and not because he's a sickly elf then I APPROVE. It's only the skin color that's bothering me...it looks way to much like Leliana's yellow sickly color.

Oh, those would just be shadows on the contours of his neck. I still see horizontal lines though.
