Didn't a lot of sailors go barefoot on ships during the Rennisaince time period, or wherever DA 2's timeline is.

Yes they did. When I first saw his concept art and his look he really did remind me of some sort of pirate or just on Isabellas ship....he did have a pierced ear in his concept and I highly doubt a dalish or someone from the Alienage have that. (Well not that ive seen)

Meg is a Tevinter slave. Could it be that Isabella helped him escape, or purchased him?
I hope it isn't the latter because then there is a chance he isn't romanceable, and then the fangirls will go apesh*t. No offence, I'm pretty sure a lot of fanboy would go apesh*t as well if there was a female follower they really wanted to romance and they weren't able to.

 That would make sense being a Teventer slave, though he does look too...not wealthy...but not poor either, so it could be that he was on Isabella's ship or something.
