Thane was designed to be attractive, however, and Garrus was not designed to be a LI. I mean, hell, maybe their popularity will make BioWare take risks with companion appearances, it's definitely possible. But I most certainly get a "LI" vibe from this guy.

The human female in the concept art has the same
chin tattoo as this elf guy. Which makes me think he's a city elf. The
lack of shoes makes me think he's some sort of acrobat (which would fit
in as a rogue specialty, since companions get their own particular
specialty). The crow feathers make me think he's a Crow of some sort,
either one gone rogue, or... Well, who knows. As for the glowing tattoos
on his body.... I dunno, I'm stumped on that one.
