Umm... I might be on the other side of the bridge on this, but I'm doubtful he is a DA2 character since:
1. There's no caption or any other indication that he's from DA2.
2. The magazine features other games; he might be a character in one of those games.
But if he is, then hopefully he's a mage

Edit: Forget it, someone said he is shown in the magazine next to DA2 characters.

He appears on a later page next to Varric and others, within the article on DA:2.  And David Gaider said he wrote him.  I'd say that confirms his presence.

Well, Gaider admitted to being his writer and Priestly said this was our first look at him, so chances are good that he is indeed from DA2.

Oh and Gaider also said our mysterious elf is not a mage and not Dalish.

Gah, trying to catch up on all these posts so I don't know if this was speculated: going by his armor motif (feathers) and the fact that he's NOT a dalish elf, I'd venture to say we have another Antivan Crow on our hands.

I really doubt it. It's possible that he's an Arlathan elf, as others have suggested, and therefore he simply looks like a wandering Dalish without being one.

I doubt that Dragon Age 2 will have any Avtivian Crows, Orlesian Bards, Witches of the Wild, failed Templars, Stone Golems,or Stens of the Barrasaad as companions.

We might get a circle mage or underground dwarf.

I'm going with the Arlathan thing over the other theories. He looks very mystical and nature-y, so if he's not a Dalish I think an Arlathan elf would be likely. I liked the Qunari theory but his design just doesn't fit their aesthetic.
