Well, Gaider admitted to being his writer and Priestly said this was our first look at him, so chances are good that he is indeed from DA2.
Oh and Gaider also said our mysterious elf is not a mage and not Dalish.

I really doubt it. It's possible that he's an Arlathan elf, as others have suggested, and therefore he simply looks like a wandering Dalish without being one.
