That's exactly what I was thinking. He's not technically a mage, but the glowing lines allude to some sort of magic. So maybe he's a whatever the term in Arlathan is for mage. Still a magic user, but not technically a mage.
Oh, come on. Alistair went all glowy when he used Templar powers, and he definitely wasn't a mage. Shale glowed--she was powered by lyrium, sure, but she wasn't a mage.
More things glow in DA than just spell casters.
We know that, but the idea was that maybe Meg was capable of shapeshifting into a bird, hence all the feathers on his armor. And then Herr argued that in order to shape shift, you have to be a mage. Hence this conversation. It wasn't really about the glowy parts.
