Why would you assume that? There's nothing that indicates that Lady Cecile was a lover.
Doesn't she say she learned her skills from bored noblewomen? Not necessarily Cecile.
Cecile taught her to sing and dance. Hold on, I'll find the dialogs.
Edit: I thought it was Marjolaine that taught her the bard stuff, Cecile who taught her the minstrel stuff.
second edit: "bored noble" has no hits. I did find these though.
Leliana: She had served Cecilie--the Lady Cecilie--for many years and was loyal to her. Cecilie was a good person; she was always kind to me.
Leliana: Mother died when I was very young. Lady Cecilie let me stay with her. I had no one else.
Leliana: She was quite old then, and she had me study music and dance to entertain her. It is unfair, that I have more memories of Cecilie than my mother.
Warden: What was Cecilie like?
Leliana; She was an elderly lady, very refined and proper. She had impeccable manners and taste, more so than a lot of Orlesian ladies.
Leliana: Cecilie was also kind. My mother was unmarried and with child. It was scandalous, and Cecilie had every right to turn my mother out. She didn't.
Ok, looking for more. But it certainly doesn't look like Leliana was molested by her or anything.
second edit: It was marjolaine who taught her the bardic arts:
Leliana: I was framed, betrayed by someone I thought I knew and could trust. Marjolaine--she was my mentor... and friend.
Leliana: She taught me the bardic arts--how to enchant with words and song, to carry myself like a high-born lady, to blend in as a servant...
