My money is on Morrigan, Leliana was lucky Morrigan didn't set her hair on fire (That would of been funny) or turned her into a toad, but then again Leliana is resourseful.

If Lel didn't have stealth, Arrow of Slaying has a good range. She could still win provided she made the shot before Morrigan could cast paralyse/freeze/whatever.

I agree she could win if she gets the jump on her. It would require some luck, though. Dirty Fighting followed by Arrow of Slaying could do it. Still, it would depend on who gets the first stun in.Shadow of Light Dragon wrote...
I echo ejoslin. If Lel has enough stealth, she'd stun and kill Morrigan before the witch could even react.
If Lel didn't have stealth, Arrow of Slaying has a good range. She could still win provided she made the shot before Morrigan could cast paralyse/freeze/whatever.
Also, by the time Leliana would have high stealth and Arrow of Slaying, Morrigan could have blood magic, fireball etc. Fireball is very fast.

Stealth doesn't help much in a duel. Mind Blast would stun even when stealthed, and then a mage would know where the opponent is and can just hammer away. Morrigan can also shapeshift if she gets in trouble and gain a lot of physical resistance. I'm kind of sticking with starting skills or just a few levels up from starting. Morrigan has excellent stun-lock capability almost straight out of the gate.Shadow of Light Dragon wrote...

Not saying Leliana couldn't win, but she would need some luck and would absolutely have to get the first stun. Dirty Fighting requires some proximity, so that would also factor in.
My money would be on the CC/ attack mage. Should be an easy fight.

If we're using game mechanics, Stealth helps plenty in a duels. That's how my rogue creamed Loghain. And just about every mage.
Leliana would just have to pick her moment. If Morrigan fires off a Mind Blast and Leliana was deliberately holding back out of range, there's a window to strike before it recharges. Shapeshifting can be interrupted--it has a long cast time, and if we're going for starter skills then she won't be able to pull it off before Lel puts an arrow in her and disrupts.
I was thinking maxed out characters, and a more generic 'rogue vs mage: who would win?' scenario. I still think a smart rogue would beat a smart mage more often than not.
