Because it is clear Bioware wants the Batarians to be evil. They want the Geth to be seen as defensive machines (apart from the heretics).
In ME it was also clear Bioware wanted Geth to be seen as Sovereign's followers and destoyers - and they were seen as such. ME2: Geth are now a race that respects quarian creators and wants to fight the Reapers. Not that I want this to be done with Batarians in ME3...
Also, "evil"? Maybe we're lost in translation here because I don't think "evil" is a word that can be applied to any race in ME universe, except for maybe the Reapers. Getting back to the topic, let's think about the Batarian you could've helped during Mordin's quest, or Omega shopkeeper, or Garrus' former quadmate, or Aria's bodyguards; I also liked the Blue Suns Batarians during Garrus' recruitment. Sure, they're not goody-two-shoes folk; all mercenaries aren't, in fact. Almost all guys met in Terminus Systems aren't. And mercenaries aren't Batarians only; there are plenty of Asari/Turian/Human/Krogan/Vorcha ones. Are bodyguards/mercenaries evil? (We have Zaeed in the squad.)
The reputation of the whole race is pretty sore but then again, it is clear that Hegemony does its best to control media (=propaganda) and space travel. Scientists/artists/normal folk/whatever can hardly leave the planet; plus, they might not want to because of the said propaganda and tales about how grim space is. As for slavery, that is disturbing; I do also find it strange they advanced technically and do have slavery and dictatorship, but hey. Still, slavery is a tradition; traditions can be broken.
Moreover, slavery still exists on Earth to some extent.(They also had an embassy on the Citadel. I don't think anyone would've given an embassy a totally "evil" race. I do also tend to believe that Hegemony tightened the pressure and all that after Humans came and the embassy had been closed. But it's hard to say for sure as we don't have enough info.)
Also, I think it had been made clear that races like Vorcha are violent/etc/etc by nature, while Batarians aren't. Sure, the fact they still have dictatorship & slavery must put you on your guard; still, Batarians are heavily influenced by tradition and propaganda and can be perfectly normal in case they were brought up away from both; take Darchas Clark from Cerberus Daily News, or in case they think on their own independently from their government. As I already said, tradition can be broken; propaganda can be neutralized.
P.S. I vaguely recall old forum discussions prior to ME2 about Legion: some said it would be impossible to take this squaddie to the cities/Citadel, some said Geth are enemies and here's the end of story, some said they'd airlock it. Hmm.
I'm trying not to get my hopes up but... Batarian squadmate = do want.
