After a week of searching for a solution to this problem, I finally found one that worked for me. Kudos to David Hingtgen for doing the legwork.

forums.bioware.com/viewtopic.html

Just in case the link stops working for some reason, I'll explain below.

=========================

SYMPTOMS: Unable to load Xbox 360 save games that use DLC when DA servers are unavailable. Dialog box mentions specific content that's missing, even though it's been successfully downloaded. Save games load fine when DA servers can be contacted.

ANALYSIS: There's a distinction between the DLC data and the rights to access the data. Acquiring DLC through the DA:O Downloadable Content manager does two things: it downloads the data to your hard drive, and it gives you the rights to the item you downloaded. That last part is the heart of the problem. Many of the promotional items (DA:J, preorder, character creator) are bundled together into a single block of data, but the access rights are set up for individual items. This leads to a situation where you don't have the rights for a specific item even though you have the appropriate data on your drive (because you've already downloaded a different item from the same bundle). If you have a connection to the DA servers, then the game can verify that you do, in fact, have the rights to use those additional items. If the game can't contact the DA servers for confirmation, then you get the dialog box.

SOLUTION: You need to acquire the rights for your items manually so the game doesn't need to contact the DA servers each session. You'll basically be re-downloading content. Please read the entire set of steps before doing anything. Proceed at your own risk. I am not a BioWare or EA employee. Your mileage may vary.

1. Make a list of all the DLC you are entitled to have (henceforth referred to as "Your DLC List"). You can find most of this information at

social.bioware.com/user_entitlements.php

Note that any DLC purchased from Xbox Marketplace will likely not appear in this list. I believe only DLC from redeemed codes show up on the entitlements.

2. Go to the DA:O main menu on your Xbox 360. If the DA servers are currently unavailable, proceed to step 2a. If you have a connection to the DA servers you can either proceed to step 3 or take your Xbox 360 offline and continue with step 2a.

2a. You can narrow the scope of the remaining steps by determining the DLC rights that you have already successfully acquired. Bring up Downloadable Content and strike all of those items off Your DLC List. Anything that shows up as "Downloaded" when the DA servers aren't available shouldn't be preventing you from loading your save games. If for some reason something in your Downloadable Content is preventing you from loading your save games, then leave it on Your DLC List so you can re-download it.

3. Sign out and return to the dashboard.

4. Go to My Xbox > System Settings > Memory > Hard Drive (or Memory Unit) > Games > Dragon Age: Origins. This is where your downloaded content should be stored. Note that your save games are probably in here, too. Be careful. For each item on Your DLC List, write down the name of the content block that it comes from.

Blood Dragon Armor: Blood Dragon Armor
The Stone Prisoner: The Stone Prisoner
Warden's Keep: Warden's Keep
Promo Item Pack 1: Band of Fire, Memory Band, Feral Wolf Charm, Collector's Edition
Promo Item Pack 2: Helm of the Deep, Amulet of the War Mage, Embri's Many Pockets, The Lucky Stone, The Edge

The above list is not complete. If you aren't sure which content block one of your items comes from, leave it blank; it should become apparent later. Most problems seem to be related to Promo Item Pack 1 (preorder bonus items) and Promo Item Pack 2 (DA:J and CC bonus items).

5. Select one of the content blocks from Your DLC List and delete it. You may wish to stop here if you don't believe you will be able to successfully contact the DA servers at this time. Re-downloading content will require you to be connected.

6. Sign in and return to the DA:O main menu. Connect to the DA servers.

7. Bring up Downloadable Content. You should now see one or more items from Your DLC List that are marked as "Purchased" but not "Downloaded". These are the items that reside in the block of data that you deleted in step 5. If there are items on Your DLC List that you haven't associated with a block of content yet, check each one here before continuing. If it says "Purchased", then you can write down the name of the block of data you deleted in step 5.

8. Select one of the "Purchased" items. If the information box tells you that you've downloaded this content in the past and gives you the option to download it again, then strike that item (and only that item) off Your DLC List and make a different selection. If the information box lists the price of the item (free) and your current Microsoft point balance, then download it and proceed to step 9.

9. When the download completes, strike that item (and only that item) off Your DLC List. You should now have the rights for that item. All other items residing in that block of content will also be marked as "Downloaded" now, but you may not have the rights for them yet. This is why you made a list in step 1. You may need to delete and download the same data multiple times.

10. Repeat steps 3-9 for all remaining items on Your DLC List. Proceed to step 11 once you've re-downloaded every item.

11. Confirm that all of your eligible content is now listed as "Downloaded" in Downloadable Content. The next time you're offline or unable to connect to the DA servers, you should still be able to load your save games and use your content.

Hopefully, BioWare/EA will fix this problem server side so this is no longer necessary. There might also be an easier way to get the rights without deleting and re-downloading everything, but this method worked for me. It may be overkill, but at least it fixed the problem.

I can't load a saved game whether I'm connected to the internet or not. It started when I finally got my Gamertag connected to my Social Network account. My memory band just disappeared and I haven't gotten a response from EA. I tried everything on the other thread, but it won't come back. I even tried reentering the code, thinking it might be permanently connected to my Gamertag, but it came up invalid. Now I just started a new character.

<3:OCONFIRMED!!!:D:o  I have the CE on 360 w/ Feral Wolf Charm, Memory Band, & CE content from Promo Item Pack 1, which gave me my problems, I have

Embri's Many Pockets from Promo Item Pack 2 (but only that from 2, for now).  I'm assuming that if you have more than 1 item from a promo back, or any DLC for that matter, it only gives you the RIGHTS to that 1 item & downloads the rest automattically, which is stupid; all other DLC I've every had gives both the licensing rights & the DLC itself w/out connecting to the net/XBL/PSN.  Go to http://social.biowar...ntitlements.php to make your list & confirm what items you are entitled to!

P. S. BioWare/EA, please fix this problem on an otherwise great game!

I had this problem as well. The way I got it to work was to download one item from the pack, then delete the whole pack. Download the next item in the pack, then delete the whole pack. Rinse and repeat until the game registers all of them as being downloaded from your console. You have to jump though a hoop, but this does fix the problem until a patch is released.

Now that there's a specific Xbox 360 tech support forum, can a moderator please move and sticky this?

meh i tryed doing those steps but maybe i m not totaly understanding what to do , i have problems with my promo item pack 2 , i deleting the thing while offline and then i went back to redownload the stuff , so i selected helm of the deep and it downloaded the entire package again and i can only see in my in download content the helm and not the rest (while offline ), i cant select individually each items in like if i try to select amulet of the warmage i get no options it says downloaded , do i need to delete it again and retry to download again and again untill all the items are there? (enligh is not my native language i understand most of the time but sometimes things slips eheh)

edit: i finally understood that i needed to to delete my promo pack for each item and select those one by one , what i was doing is after installing the helm i was going to download content and did nt see the other items so i was always selecting the helm no wonder the others never showed up , after deleting/reselcting all my stuff are there thx much for the fix , and yeah it should be moved to the 360 technical support and stickied

I had a related problem in another thread (http://social.biowar...67/index/319081) and Switzki pointed me to this one. I tried deleting Promo Item Pack I as mentioned in step 4, then going back to the DA:O menu screen and bringin up the Downloadable Content screen. I don't see the items there as purchased or available to download again. I'm still seeing an error stating that the DA servers are currently down.

Are the servers actually down, or is that an erroneous error shown because of the DLC rights? If I can't contact the servers how m I supposed to re-download that content pack?

I can confirm that the deleting and re-downloading works. Did it weeks ago.

OK, but I'm lost.  See, my question in my post states that I can't contact the DA servers.  Therefore I can't re-download.  If you had the same issue how did you redownload something?

I'm running into the same issue as Bacon Ace. I cannot connect to the DA servers at all. This is frustrating to say the least as I've been looking forward to a nice long stretch of game time. One piece of downloadable content is keeping me from loading my saved game. It's bad form to force a customer to check a server every time they want to play a game they bought.

this sounds very convoluted and a pain to do. Im leery about deleting stuff but i guess i'll give it a shot. I really hope they have a fix for this soon because this basically screws people with no internet acess who just conected to get the items. You simply cant play the game

*edit tried it*
well at lest the fix works though. Seriously, digital rights stuff always causes so many headaches, its a joke. People who want to/are good at pirating get around it anyway and all it does is screw honest users with tons of problems >_< one of the reasons i stoped gaming on pcs and now im running into it on consoles too, christ

I'm going to try this, but it is a lot of trouble from this and Bioware should have fixed it already. This is Bull.

I would say people who are good at pirating and working around digital rights may be the only people who are able to successfully use the content they buy in the future if things don't change.  "Honest" users are going to be the ones that buy the same song, the same content, the same digital, imaginary stuff over and over again just because they bought a new computer, MP3 player, etc.  Guess it's just how you look at it.  Essentially I agree with you /soapbox.

Unfortunately, it is both. It's not entirely clear to me how this wasn't found during internal testing, given that there's a 2-year plan for DLC, but hopefully it will get fixed in a coming patch. Until then, re-downloading should ensure that you get the necessary authorization for each item, though it requires that you do so when the DA servers are reachable. It's small consolation to people who can't connect.

Updated. Thanks much for your efforts in investigating this problem! I just fleshed out the steps you described in your original post so the info wouldn't get lost in the shift to the new forums here.

Thanks Switzki.
I used your solution and it worked like a charm.  I appreciate it.
As for Bioware websites/servers, this will be the last time I pre-order anything from them just to get some silly game items.  I'll just download any DLC that comes up from my XBox 360.  I will not be allowing the internet to hold my game-playing hostage again.;)

It's actually David Hingtgen's solution from the deprecated BioWare forums. I just fleshed out the instructions in the hope that it would get stickied here in the new forums.

The problem isn't that there were pre-order bonus items, but rather that they tried to bundle many items into a single download. If they had made a separate download for each item that requires its own authorization (as they appear in the content list, for example) then this problem wouldn't exist. I'm not familiar enough with the XBL marketplace model to know whether there's a way to gracefully handle multiple authorizations for a single piece of DLC, but this current implementation is obviously flawed.

I'm sure the reason BioWare/EA set up their own servers was to have a more platform-agnostic organization for the game on the back-end. When it works, it's nice that the social site can track your game accomplishments regardless of which platform you're playing on, for instance. Using the DA servers as a fallback to authorize DLC leads to an unclear user experience in this case, though.

Ok, so if I can not login to the DAO servers, what can I do then? I deleted the promopack 1, now I can not download it again since the servers seems to be down. This just blows, I'd say if you buy this game stay the hell away from the DLC and it will save alot of anger and frustration.
