Non-party members

Since the game mostly takes place within a city will there be non-party members who you interact with on the same level as party members (i.e. friendship/rivalry)?

What about  romances? Since players aren't constantly on the road they could chat up a local guy or gal long term.

I seriously doubt anybody other than a party member will be a LI

That non-party member could be considered a weakness and exploited by enemies for plot purposes since they probably wouldn't be the type that could take on 10 thugs simultaneously.

Either way it could offer more story options.

I would say that it is more likely that the non-party members would have an overall impression of you based on your actions, rather then you having to build up individual relationships with them.

For instance, you save a caravan of traders from some Darkspawn, they then arrive in Kirkwall and spread the word about how awesome you are. Kirkwall citizens like you even more.

This is of course, if they choose to implement anything like this at all.

Technically, Anora could be considered a non party member LI. I mean, you could end up married to her.

Yeah ok that's reaching, but still, I'd love some options to marry/set up/whatever npcs with your choices.
