That may only be of minor value to you, however that is not the same as useless.

If it added 1% to your loot, that would be different - every silver piece you picked up would earn you an additional copper, and every gold would earn you a silver. But if I'm getting 50XP for opening a chest or whatever, after adding 1% it's still 50 XP because it's rounded to a whole number.

It is completely worthless, unless the soft level cap leaves you right at the cusp of one more level, and the extra xp puts you over the edge. But even then, you only benefit from that extra level for the last 5% of the game, when you could have been getting constant benefits from other, better rings during the majority of the game.
I lost it permanently during the Dwarf noble origin (the workaround only gives you back the Blood Dragon Armor and collector's edition items), but can't say I've missed it.

Surely someone is stupid enough to buy it, it's just a matter of time.

It's only completely useless if you're in some weird dimension were time doesn't flow in a straight path. You will undoubtedly get levels earlier. Even if it's only a few kills early, you still get them earlier. XP isn't only about what level you end at.
That may only be of minor value to you, however that is not the same as useless.
Way to take the term and use it by its strict definition. I was obviously being facetious. I guess there had to be at least one person making a remark like that.
Over the course of going from level 13 to 14, provided that the xp system is not based on an integer system where fractions are rounded down to the nearest whole number (which some people say it is, making only kills worth 100 xp or higher able to give you 1+ bonus xp, and anything below being rounded to 0), I would only get a 75 xp bonus from the ring. That's about one kill, maybe two. Over the course of the game, it may level me a little bit earlier, saving me from having to kill an extra 20-30 enemies before reaching the last level. In other words, a complete waste of a ring slot. Go ahead, split hairs on my use of the term "complete waste."
I just did some testing to see what the difference was..
XP Pre Fight XP Post Fight XP Gain
Aeryus 422 682 260
Alistair 2781 3035 254
Morrigan 4679 4941 262
Wynne 5751 6007 256
My main char, Aeryus, had the memory band on. Why is the XP distributed that way? I'm definitely confused.. not only did I not find anything to suggest the Memory Band is working properly (By having my char w/ the ring gain a couple more xp points over those that don't have it on) but I also found out that Morrigan actually got more XP than my main char. What am I missing here?

Ok.. so the Memory Band gives you a 1% bonus to experience gained, correct? 1%?! What a waste! At level 13, it takes 7500 xp to get to level 14.. so over the course of a level, even this late into the game, it's only going to give me a bonus of 75 xp? By this point in the game I've gotten probably less than 1k extra xp.. what a small, small amount in the overall course of the game. I wish I woulda realized this sooner, I woulda replaced it the second I found an even slightly decent ring. Thanks for a useless incentive to preorder the game, Bioware/Gamestop. Fooled me.
I am looking at a level 3 mage character in your profile named Aeryus. He has 5 skill points. One of those skillpoints wouldn't have been there if not for the memory band. I don't know about you, but 1 extra skill point is totally worth it to me.

I cannot say whether only those of us who has the memory band get the tome. However, my pre-order card says that memory band gives one extra skill point so it seems possible.
The DLC for the memory band has the ring and the tome. The ring does not give you the +1 skill, the tome does. So only the Memory Ring DLC is useful, but the ring is self it basically worthless.

It gives a 1% bouns to XP, so no, it's not completely useless. And, at level 13, you should be wearing much better rings than the memory ring.
